With the general direction of the State Controller, serve as an expert in investment and financial matters, representing the interest of the Controller at assigned boards and commissions engaged in investments or financial initiatives under consideration at boards such as CalPERS, CalSTRS, etc. The incumbent will be expected to maintain an active role in involvement in financial matters, the investment of public funds, or other financial instruments to yield increase for some of the nation’s largest pension funds and other investments. The incumbent will act in the absent of the Controller, when assigned and render decisions relevant to specific subject-matter. Specific duties include, but are not limited to the following:

• Assist in the development of long and short-termed investment strategies, options, and/or concepts;
• Participate in scheduled meetings at assigned boards and commissions such as CalPERS, CalSTRS, Pooled Money Investment Board, etc.;
• Represent the State Controller concerning matters relating to designing, developing, and administering health benefit programs, business processes;
• Advise the State Controller, or other senior level executives regarding board activity and opportunities that are being evaluated for participation;
• Establish quality assurance policies related to investments activity, projected standards, and consistent with the fiscal oversight of the State Controller;
• Assist in the development of public policy related to business practices for assigned boards and commissions;
• Develop clear and well-informed investment recommendations based on research and analysis;
• Attend meetings scheduled for assigned entities to represent the interest of the State Controller;
• Monitor capital markets and economic conditions for potential impact to investment proposals;
• Provide timely and accurate reports concerning investment activity to the State Controller;
• Monitor performance, policies and portfolio guidelines to ensure consistency with investment strategies adopted by the board;
• Monitor, analyze, and project cash flow to anticipate fund expenditure as a member of board and report all discrepancies or abnormalities to the State Controller for dispositioning;
• Schedule briefing sessions with the Controller, or other senior executives and provide a high-level overview of action items identified;
• Evaluate proposals; analyze strategies; form position statements related to potential risks; make recommendations when warranted;
• Make recommendations or decisions to promote business continuity for investments;
• Provide consultation to the State Controller and other senior executive leadership in matters related to developing investment strategies that leverage existing portfolios to maximize returns while concurrently containing undue risk;

• Work in a team environment with other SCO staff to develop and/or analyze legislative proposals or other policy initiatives;
• Advise and represent the State Controller on a variety of issues affecting employee/employer relations statewide and employee representative organizations;
• Be available for intra- and inter- state travel to represent the State Controller at board hearings and other meetings for boards such as CalPERS, CalSTRS, etc.;
• Assist in modifying or developing public policies under consideration by CalPERS/CalSTRS that may have impact program areas within the SCO;
• When required, cast votes on behalf of the State Controller at either board meeting in consideration of issues requiring a majority vote;
• Maintain flexibility to travel and attend scheduled meetings.
